Staggered vs, Realtime demonstration
Using the built-in debugging features I can showcase why the AI seems to get dumber when turning off the artificial staggering (asynchronous, nonrealtime)

How do we deactivate the artificial staggering? I wanna try it myself because its not very playable with 5-10 fps. I got it working with ps2 emulator and played with the AI budokai tenkaichi 3 in 1p vs 2p mode. I made it work faster changing the emulation speed to like 2000x so it was almost at normal speed.
This fork allows easy disabling of the stagger github.com/sdbds/NitroGen-for-windows but obviously, the AI won't be able to keep up with the real-time and all its inputs will be for things that happened like a minute ago, this will make it look like its inputs are random.
